PROBLEM TO BE SOLVED: To provide a method and device for format conversion which realizes frame rate conversion and de-interlacing using bidirectional motion vectors. SOLUTION: There are provided a process to estimate a bidirectional motion vector to a frame which is interpolated using a motion vector to a current frame and a previous frame, a process where a motion vector of a peripheral block whose pixel error is minimum among motion vectors estimated during the process to the interpolated frame is set to a motion vector of a current block, and a process to form a frame which is interpolated with the motion vector set in the process. Thus, with a frame to be interpolated as a reference, bidirectional motion vectors for two continuous frame are directly provided, for improved picture quality with no occurrence of overlapped part or a drop-out part. |
