PROBLEM TO BE SOLVED: To provide an ink jet device using a shearing mode and a method of making the same wherein the ink jet device can be readily made compared to a conventional structure and the whole shape thereof can be miniaturized. SOLUTION: The ink jet device includes a driving region L1 and a common ink chamber region L2. The ink jet device is equipped with an actuator member 1 having a plurality of channel grooves 32 partitioned by channel walls 300 and a cover member 5 for closing an opening section opposing the bottom faces of the channel grooves 32 in the driving region L1. The top section of the actuator member 1 is recessed by being separated from the cover member 5 in the common ink chamber region L2.
