PROBLEM TO BE SOLVED: To provide a coating membrane having an excellent steam oxidation resistive property, which is obtained by coating the surface of steel, and the like, by plating, wherein oxidation is accelerated by steam. SOLUTION: The first coating membrane in this invention having steam oxidation resistive property, is obtained by coating, using an electro-plating method, high-purity nickel of at least 10μm in thickness on the surfaces of materials where oxidation is accelerated by steam. In this coating membrane, the high-purity nickel contains 95 mass % nickel. The second coating membrane having steam oxidation resistive property, is obtained by coating, using an electroless plating method, a nickel-phosphor alloy of at least 10μm in thickness on the surfaces of materials where oxidation is accelerated by steam. In this coating membrane, the nickel-phosphor alloy contains 2-15 mass % phosphor.
