摘要 PROBLEM TO BE SOLVED: To realize safely and easily operation of high reliability, while intending promotion of various modes of operation. SOLUTION: Plural user satellites 10, in which IP addresses are set, are arranged on an orbit A. Plural, e.g. three, monitoring satellites 301, 302, 303 which can cover the whole earth are arranged on an orbit B higher than the orbit A. One among the three satellites communicates with the user satellites 10. Communication is performed with a terrestrial station 60 which is net- connected with a ground user station 80 via a public communication network, passing the monitoring satellite 302 or 303 from the monitoring satellite 301. Operation management of the user satellites 10 is performed by the monitoring satellites 301, 302, 303. On the basis of the IP addresses, which the user satellites 10 have, communication with the user satellites 10 from the ground user station 80 can be performed via the public communication network, the terrestrial station 60 and the monitoring satellites 301, 302, 303.
