PROBLEM TO BE SOLVED: To provide a tester and a testing device for judging uniformity of an insulation film that do not damage a normal insulation film part, easily specify a failure position, sufficiently take measures against a residual charge effect and an absorbing phenomenon, and do not generate a malfunction to electrical noise, and are suitable as a tester and a testing device on a line. SOLUTION: This tester for judging uniformity of insulation film comprises an insulating transformer for noise cut that perfectly insulates between a primary side and a secondary side and is applied with a special shield process, a high pressure generating circuit for applying a test voltage to an enamel wire, a current restriction resistance for restricting current of the test voltage, a current detecting circuit for amplifying current flowing to a uniformity failure position, comparing the current with a discrimination level, and detecting a uniformity failure, an input/output circuit I/O of various signals from the current detecting circuit and the outside, and a counter for counting the number of uniformity failures, adding the number, and outputting it as a contact signal to the outside.
