PROBLEM TO BE SOLVED: To reduce the number of parts for facilitating assembly, to eliminate valve operating noises, and to improve suppression of foreign matter penetrating to a fuel tank side and discharge of the foreign matter to the exterior. SOLUTION: A first housing 14 forming a first passage 12 and a second housing 18 forming a second passage 16 are joined, and a valve 22 forming a lead-in passage 30 communicating the first passage with the second passage, a valve seat 40 having a reed valve part opening and closing the lead-in passage, and a spring 56 energizing the valve and the valve seat for closing the first passage are provided in space 20 formed in an interior thereof. When pressure of the first passage side becomes high, the valve and the valve seat are raised against the spring to communicate the first passage with the second passage via the space 20 outside an outer circumferential part of the valve. When the pressure of the first passage side becomes negative, this negative pressure opens the lead-in passage 30 by the reed valve part to communicate the first passage with the second passage.
