PROBLEM TO BE SOLVED: To manufacture an anti-fogging film provided with durable anti-fogging properties and scratch resistance without generating the deterioration of anti- fogging performance and the lowering of scratch resistance in a base material. SOLUTION: The anti-fogging film excellent in durable anti-fogging properties and scratch resistance is manufactured by a method wherein an anti-fogging substance is infiltrated in and held on a coating film to be uniformly distributed in the vicinity of the outermost surface of the coating film in high concentration.
