PROBLEM TO BE SOLVED: To provide an electrolytic capacitor which has a high spark discharge voltage and produces little gas while an electrolytic capacitor using the solution is used, and an electrolytic capacitor using the solution. SOLUTION: Since this electrolytic solution is prepared by dissolving an organic acid and/or an inorganic acid or its salt in a solvent as a solute and adding alkylene diamine (methylenephosphonic acid) or its salt to the solvent, the hydration deteriorating reactions of electrodes are suppressed and, accordingly the occurrence of a gas is suppressed. Consequently, the high-temperature life characteristic of the electrolytic capacitor is improved.
