PROBLEM TO BE SOLVED: To provide an insolubilizing method for heavy metals relating to soil contaminated with two or more kinds of the heavy metals. SOLUTION: The contaminated soil is treated with cement and a chelating agent or the chelating agent mixed with phosphoric acid or its salt. When the soil is contaminated with hexavolent chromium, the soil is subjected to treatment with a reducing agent prior to the treatment described above.
