PROBLEM TO BE SOLVED: To realize a program length extending and shortening device capable of extending and shortening program length even in a digital video tape recorder in an image information compression recording system. SOLUTION: The program length extending and shortening device is provided with a storage means 16 to store images of a raw material video program generated and supplied from a specified recording medium by a reproducing device 3 and extension and shortening control means 10, 14 to extend, shorten the program length of the raw material video program and to generate a target video program by reading the images of the raw material video program by skipping or overlapping them from the storage means 16 according to extension and shortening ratio N of the program length based on the program length of the raw material video program and the target video program.
