PROBLEM TO BE SOLVED: To materialize a method and a device for generating a large quantity of anions by an extremely small device and can be put into operation at home or in a car. SOLUTION: In a processing chamber 1 capable of introducing outside air, a film of water is formed gradually upward along the periphery of a rotor and also is scattered, by soaking and rotating the lower part of this rotor 3 whose diameter increases upward in water, and the scattered water is collided against a screen which has meshes 4 arranged around this rotor.
