PROBLEM TO BE SOLVED: To rotate a rotor member in relation to a housing member to an area, in which a lock mechanism functions when starting an internal combustion engine, in a short time in a valve opening and closing timing control device for controlling the opening and closing timing of an exhaust valve or an intake valve of the internal combustion engine. SOLUTION: This valve opening and closing timing control device is provided with a hydraulic circuit for controlling the supply and discharge of the hydraulic fluid to/from a spark-advance hydraulic chamber or a spark-lag hydraulic chamber and for controlling lock/unlock of a lock mechanism. This valve opening and closing timing control device uses a hydraulic circuit C provided with an oil pump 110 to be driven by an internal combustion engine, a control valve 100 for controlling the hydraulic fluid supplied from the oil pump 110 so as to control the supply and discharge of the hydraulic fluid to the spark-advance hydraulic chamber and the spark-lag hydraulic chamber and for controlling the lock/unlock of the lock mechanism, and a check valve 130 arranged close to the control valve 100 between the control valve 100 and the oil pump 110 so as to prevent the flow of the hydraulic fluid toward the oil pump 110. |
