PROBLEM TO BE SOLVED: To suppress the occurrence ratio of accidents and to attain a smooth traffic flow even in suddenly increased traffic volume by enabling a driver to completely discriminate a traffic control function by each displayed posture through a controller even when the driver is a color-blind or partially color-blind person independently of a single lamp type signal or a three-lamp type signal on the same position without arranging red, green and yellow signals on mutually separated positions. SOLUTION: Groups of LEDs of red 9, blue 10 and red 11 are arranged in respective signal lamps 8. On a signal panel 7, a red signal is displayed all over, a blue signal is displayed like a concentric ring and an yellow signal is displayed by arranging spot-like small circles 4" in a large circle so that the centers of the small circles 4" are mutually deviated. Thereby respective signals of red, green and yellow can be discriminated even by a color-blind or partially color-blind driver similarly to the traffic control discrimination of a visually non-handicapped driver. Since respective signal lamps are not positionally separated even in a single lamp type using LED groups or a three-lamp signal based on a conventional connection type of three lamps, the traffic control function can be surely discriminated not only by a visually non- handicapped driver but also by a color-blind or partially color-blind driver and the generation ratio of accidents can be suppressed.
