PROBLEM TO BE SOLVED: To obtain a bilayer type percutaneous absorber formulation more excellent in preservation stability. SOLUTION: This bilayer type percutaneous absorber preparation is obtained by laminating an absorption promoter-substrate containing sheet on a main ingredient-containing sheet. The aforesaid main ingredient-containing sheet comprises 0.5-15 wt.% of the main ingredient based on the total weight of the formulation and the substrate selected from paper or fabrics for including the main ingredient. The aforesaid absorption promoter-substrate-containing sheet comprises 85-99.5 wt.% of the substrate and the base material selected from a group comprising paper, fabrics, polyvinylidene chlorides, polypropylenes, polyesters, acetates or copolymers thereof, chitin, chitosan, silicone thin films and cross-linked products of polyvinylpyrrolidones.
