PROBLEM TO BE SOLVED: To provide soil-based pavement, on which a pedestrian scarcely feel fatigue, displaying high durability. SOLUTION: The soil-based pavement is composed of a lower layer 2 laid on a roadbed 1 and having water permeability and a soil-based surface layer 3, which is laid at the upper section of the lower layer 2, is supported by the lower layer 2 and finishes a road surface. The surface layer 3 is solidified by a composition in which a first component capable of forming an alkaline earth carbonate at the normal temperature and a second component capable of forming a solid hydrate at the normal temperature together with the first component or singly are at least mixed.
