PROBLEM TO BE SOLVED: To provide a crushing means that crushes only a coating layer of a coated fuel particle without fail and does not crush a fuel kernel in a fuel fabrication process and when fuel kernels are recovered from spent fuel and coated fuel particles from which fuel kernels can be recovered easily. SOLUTION: When the coated fuel particles 6 are supplied in the interstice L between a pair of rotary discs 9 and 10 and are crushed there, the distance of the interstice L is set at a value both greater than the maximum value of the tolerance of the fuel kernel and less than the minimum value of the tolerance of the first coating layer. Moreover, the minimum value of the tolerance of the first coating layer of the coated fuel particle is set at a value greater than the maximum value of the fuel kernel.
