PROBLEM TO BE SOLVED: To provide a portable information terminal capable of effectively managing information with a small storage capacity while suppressing a communication cost, easily deciphering ciphered data without the need of complicated procedures or high throughput and easily maintaining the consistency of data. SOLUTION: Management data needed by a user at the time of carrying the terminal are transferred from a data management device 16 to this portable information terminal 20 through a second data communication means and kept in a data storage part 22 as terminal data. Then, other management data are transferred from the data management device 16 through a network 14 and a first data communication means to a server 11 and kept in the server 11 as server data. At the time of going out carrying the portable information terminal 20, the user refers to the terminal data of the data storage part 22, and in the case that the terminal data corresponding to the management data needed by the user are not present in the data storage part 22, they are replenished from the data management device 16 or the server 11 to the data storage part 22.
