PROBLEM TO BE SOLVED: To easily increase the number of base stations by increasing the number of radio slots which are usable for telephone calls as much as possible, sharing on and simplifying the hardware of each base station. SOLUTION: A radio slot used to transmit a link channel establishment request and link channel allocation is, for example, a 1st up/down radio slot of a base station BS1. A radio system PBX sends a carrier sense indication to respective base stations BS1 to BS4 once receiving the link channel establishment request from the base station BS1 and determines a link channel according to answers from the base stations BS1 to BS4. Link channel allocation showing the result is transmitted to a base station BS2 as a reference station that the link channel belongs to and a base station BS1 that a radio slot for control signal transmission belongs to. After the link channel allocation is received, a mobile station PS and the base station BS2 follow a procedure starting with the exchange of synchronous bursts to establish a radio connection regarding a telephone call.
