PROBLEM TO BE SOLVED: To provide a system by which communication with at least one dispatch candidate (a person in change) is obtained and a work for arranging the response is performed without troubling an operator. SOLUTION: When the providing of a service is requested from a service requesting person 1 by telephone, the operator 31 outputs the list of the dispatch candidates. Then an operator support computer system 32 has contact with at least one dispatch candidate outputted from the list by telephone and inquires the possibility of dispatch through the use of a calling control means 322 and a voice generating means 323. Then a dispatch possibility summing-up means 324 decides the person in change as the dispatch person, who gives the first response among the response messages of 'dispatch possible' from at least one person in change 4, which are obtained through a voice receiving means 325. The decided contents are announced by voice to the dispatch person and the candidates through the use of the means 322 and 323. They are also transmitted to the operator by screen display from the means 324.
