PROBLEM TO BE SOLVED: To provide a leakage current suppressing circuit capable of suppressing leakage current with counter measures against EMI, while taking full consideration into account without degrading degree of freedom of one of advantages of a portable electronic apparatus. SOLUTION: AC input voltage is divided by two capacitors 2, 3 inserted into an AC input line, and a Y capacitor 5 for measures against EMI is provided between the divided voltage and the secondary side a transformer 43. As a result, the voltage due to leakage current seen on the secondary side of the transformer can be lowered, so that it is possible for human beings to suppress electric shock, even one touches a secondary GND.
