PROBLEM TO BE SOLVED: To perform high density train control by controlling an advance even if a preceding train exists on a track. SOLUTION: Even if there is the preceding train in a line section on the track on a high density control designating constant table 109, when the advance direction and departure control of the train finish, the condition is recorded on the line section capable of performing advance control to the line section on the track, and a high density control judging part 107 registers the result on a high density controllability table 108 when the condition registered on the table 109 is satisfied on the train of a track control object. A track control processing part 106 outputs a signal 54 for constituting the track by controlling a signal even if the train exists in the line section on the track when an advance can be controlled by looking at this table 108.
