PROBLEM TO BE SOLVED: To make it possible to refer to fluid information, which is open to the public over the Internet, constantly for a long period. SOLUTION: A reference document acquiring means 320 acquires a reference destination document 211 which is linked according to link information 312. In this reference destination document 211, validity term information 212 including a term of validity and operation contents (deletion, update, etc.), for the reference destination document 211 in the term of validity is described. This validity term information 212 is stored in a validity term storage means 260 while paired with the link information 312. A time-limit document disposing means 350 obtains the reference destination document 211 indicated by the link information 312 and backs it up in a backup document storage means 370 or changes the link information 312 into information indicating the backed-up reference destination document according to the pair of the validity term information 212 and link information 312 stored in the validity term storage means 360.
