PURPOSE: A speed regulating device of a manual transmission vehicle is provided to fix an accelerator in a required speed range by engaging a rack gear with a pinion gear, and to release a speed fixing unit by releasing a speed fixing lever and braking. CONSTITUTION: A speed control apparatus comprises a rack gear fixing plate, a pinion gear rotating plate, and a speed fixing lever. The pinion gear rotating plate is connected to an accelerator, and the rack gear fixing plate is contacted to a brake pedal. The rotating plate of the pinion gear is rotated in fixing the accelerator at specific speed. The rack gear fixing plate is moved down with pushing the speed fixing lever. The constant speed is kept with fixing the accelerator by engaging the rack gear with the pinion. The rack gear fixing plate is moved up to step on the accelerator by releasing the speed fixing lever or braking. The speed fixing apparatus drives safely by keeping the constant speed at long distance traveling.
