PROBLEM TO BE SOLVED: To provide a coding circuit that codes data by controlling the information quantity of the data while keeping the circuit scale small. SOLUTION: A block shuffle circuit 102 divides data to be coded and supplies data with prescribed arrangement based on the division to an ADRC coding circuit 103. The ADRC coding circuit 103 based on the data on the division from the block shuffle circuit 102 selects a threshold value to decide the assignment of a bit number to the data so that the information quantity of the data produced for a prescribed period through coding is a prescribed value or below. The ADRC coding circuit 103 assigns a different bit number to the data of a range of the division by the block shuffle circuit 102 according to the decided threshold value and codes the resulting data.
