PROBLEM TO BE SOLVED: To obtains an emulsifying agent excellent in emulsifying power, low in toxicity and irritation to the skin, suitably used particularly for emulsifying cosmetics and giving cosmetics excellent in feeling when used onto the skin and to provide cosmetics containing the emulsifying agent. SOLUTION: This emulsifying agent contains as a principal component lactobacilli-fermented rice which is obtained by fermenting rice with the lactobacilli in the substantial absence of salt and, if necessary, a thicker is used together with the fermented rice in the emulsifying agent. |
