PROBLEM TO BE SOLVED: To provide a method for manufacturing an inorganic carrier which is used as the carrier of a hydrocarbon oil hydrogenating catalyst having high hydrogenating activity and has 7-100 nm characteristic micropores and to provide a method for manufacturing the hydrocarbon oil hydrogenating catalyst by using the inorganic carrier. SOLUTION: This inorganic carrier is obtained by blending a desired amount of filament-shaped carbon having 5-200 nm diameter with the inorganic carrier or its precursor, compacting the blended material to form a compact, sintering the compact and removing the filament-shaped carbon. The hydrocarbon oil hydrogenating catalyst is obtained by depositing at least one element selected from the group VI elements of the periodic table and at least one element selected from the group VIII elements on the inorganic carrier by an impregnation method, drying the element-deposited carrier, and if necessary, sintering it.
