PROBLEM TO BE SOLVED: To improve reliability by inputting negative reactivity to a reactor core so as to safely stop the reactor core when a coolant flow reduction accident occurs. SOLUTION: A gas-filled assembly 1a has a handling head 8 and an upper shielding element 7 at an upper part of a duct 6, and has a lower shielding element 9 and an entrance nozzle 4 at a lower part of the duct 6. In the gas- filled assembly 1a, a storage gas chamber 23 and a synthetic resin closing valve 24 for sealing the storage gas chamber 23 are provided within the upper shielding element 7.
