PROBLEM TO BE SOLVED: To obtain a more efficient photocatalyst acting with visible light. SOLUTION: This photocatalytic body is obtained by forming a Ti-O-N film 12 on a SiO2 substrate 10 by sputtering, for example, while using TiO2 as a target and introducing nitrogen gas into the atmosphere, crystallizing TiO2 in the Ti-O-N film by heat treatment and depositing a charge separating material 14 such as Pt on the surface of the Ti-O-N film 12. The Ti-O-N film, which is based on the TiO2 crystals thus obtained and contains nitrogen, expresses excellent photocatalytic activity to act with visible light. Since the material 14 catches electrons or positive holes and prevents effectively the electrons and the positive holes from being recombined with one another, more efficient photocatalytic reaction can be achieved.
