PROBLEM TO BE SOLVED: To provide a lath working apparatus that a lath net is continuously and stably manufactured from a plate material at high speed with a simple operation, a single cylindrical cutter easy to manufacture is used, a shearing position is easily adjusted, further a drastically higher speed working can be performed as compared to a conventional way in working a thin foil material to a fine pitch of the lath net. SOLUTION: An apparatus is provided with a cylindrical rotary cutter 12, which is arranged with shear cutters 12a, 12b corresponding to a lath mesh shape arranged in zigzag in the circumferential direction/axial direction and is rotatively driven, and a linear fixed blade 14, which is faced/adjacent to the rotary cutter and shears a material 11 to be worked between the rotary cutters.
