PROBLEM TO BE SOLVED: To provide a developing device and an image forming device for supplying only non-magnetic toner among two-component developer including a non-magnetic toner and magnetic carriers to a toner carrier and developing an electrostatic latent image on an image carrier by using the non-magnetic toner on the toner carrier, in which the toner concentration is controlled by a simple small-sized device and an image of high image quality is obtained. SOLUTION: The device is provided with a developing roller 11 for carrying the non-magnetic toner, a supply roller 12 for carrying the two-component developer including the non-magnetic toner and the magnetic carrier and supplying only the non-magnetic toner among the two-component developer, a developer storing chamber 17 for storing the two-component developer carried by the supply roller, a toner storing part 16 adjacent to the developer storing chamber, and a communication hole 18 for supplying the non-magnetic toner from the toner storing part to the two-component developer stored in the developer storing chamber, and the supply amount of the non-magnetic toner to be supplied to the two-component developer stored in the developer storing chamber through the communication hole 18 is varied in accordance with the bulk fluctuation of the two-component developer caused by a change in toner concentration. |
