The invention relates to a lockable actuating device for a dispensing device of a container containing a liquid. The inventive actuating device comprises a capsule-like base body (32) having an end plate and means for fixing on the container and a pipe socket which can be plugged onto a pipe shaft of the dispensing device and is connected to a discharge channel. Said actuating device also comprises a protecting cap (50) which can be axially moved on the base body (32) against a spring force of the dispensing device and is rotatably positioned between a locking position and a stand-by position, whereby actuation is not possible in said locking position. A through opening (52) of the protecting cap (50) is arranged in said dispensing device in front of a dispensing opening (49) of the base body (32). Said dispensing device can be moved axially and manually when a force of pressure is exerted. A device (60, 62, 64, 66) for optically displaying and mechanically adjusting the locking position and the stand-by position of the protecting cap (50) extends over the circumference of the base body (32) and the protecting cap (50) in such a way that the locking position thereof, wherein the protecting cap (50) covers the dispensing opening (49) and cannot be moved neither axially nor in the direction of rotation, or the stand-by position of the protecting cap (50) can be detected over the whole circumference of the actuating device.
