PROBLEM TO BE SOLVED: To provide a method for fixing a bearing which is difficult to loosen and deform having a sufficient fastening margin, and prevent a bearing hole from deforming. SOLUTION: A bulk head 47 is formed in a pan shape having two bottom stages, a first synthetic resin made bearing 48 is inserted into a pan side surface having a small diameter in the bulk head 47, a second synthetic resin bearing 49 formed in a nearly lid shape is inserted into an opening end side of a pan side surface having a large diameter in the bulk head 47. Since a diameter of an inserting fastening fitting part of the first bearing 48 is narrow, fastening stress is difficult to release. Since waving is suppressed even if comparatively strong fastening margin is set, distortion of the coaxiality with the bulk head is suppressed, and the fastening length of the axial direction is sufficiently ensured. Since the bulk head is deformed at the time of assembly and the fastening fitting part is difficult to abrade, looseness is suppressed, deformation is suppressed, sufficient fitting is realized, and thereby, the shutoff valve having a high reliability is realized.
