PROBLEM TO BE SOLVED: To make an fair bus arbitration realizable while reducing the load on a common bus by dividing plural bus masters into plural groups. SOLUTION: The number of bus masters, which request the use of a common bus 100 inside respective groups 310' and 320' are outputted as bus use request signals Req*2' and Req*3' of the respective groups and when permitting the use of the common bus 100 to one group by arbitrating these bus use request signals, a bus arbiter 170' permits the use continuously just for the number of bus masters shown by the buse use request signals. Thus, even when the plural bus masters are divided into groups for reducing the load on the common bus 100, regardless of eccentricity in the number of bus masters belonging to each of groups, the bus master, which requests the use of the common bus 100, is made able to use the common bus 100 with the equal probability.
