PROBLEM TO BE SOLVED: To provide image matching technology which can reduce an arithmetic quantity and increase the precision of movement quantity estimation for an image matching process requiring high-precision positioning. SOLUTION: A phase difference calculating means 14 finds the phase difference between two images processed by the Fourier transformation of a Fourier transforming means 13 and a polling means 15 generates a polling image by performing polling in a parameter space corresponding to the movement quantity between the images according to the phase difference. A peak detecting means 16 detects a peak in the polling image and then image matching such as movement quantity estimation and a decision on the similarity between the images is carried out.
