PROBLEM TO BE SOLVED: To minimize the quantity of dust and spent wash water to be treated as radioactive contaminant in a mortar batcher plant for feeding mortar for solidifying the radioactive contaminant to a filling station provided in a radioactive control zone of nuclear facilities. SOLUTION: A mortar kneading unit 14 is installed in a radioactive non- control zone outside the radioactive control zone, a mortar transfer circulating pipe line 20 starting from the kneading unit and returning to the kneading unit by passing through the filling station in the radioactive control zone is formed, and a mortar filling pipe 26 to a radioactive waste drum can 22 is connected to the circulating pipeline 20 in a section facing to the filling station 18.
