PROBLEM TO BE SOLVED: To provide a photographing device and a monitoring system capable of easily providing that a transaction processor is illicitly utilized, reducing the capacity of image data per one transaction processing and lowering a cost. SOLUTION: This photographing device is provided with an image forming element provided with an image forming surface, a photographing viewing angle division means for dividing photographing viewing angles A and B corresponding to a plurality photographed portions and forming the images of the respective photographed portions on the image forming element and an image data generation means for generating the image data of the respective photographed portions on the basis of the output of the image forming element. In this case, the images of the plurality of photographed portions are image- formed on the image forming surface of one image forming element, and hence the plurality of photographed portions are simultaneously photographed by one image pickup means. Thus, the need of disposing a plurality of image pickup means so as to photograph respective photographed portions is eliminated.
