PROBLEM TO BE SOLVED: To provide an irrigation control device which can quickly deal with an abnormality, even when the abnormality is generated, and to provide a system for controlling the irrigation. SOLUTION: This irrigation control device 10 for measuring soil water contents on the basis of temperature signals from plural water content sensors 21a to 2na buried in target soil for irrigation and controlling an irrigation quantity for the soil on the basis of the measurement results is provided with an abnormality-detecting means 11a1 for detecting an abnormality on the basis of temperature signals outputted from the water content sensors 21a to 2na', an abnormality cause-specifying means 11a2 for specifying the abnormality causes of the water content sensors 21a to 2na', when the abnormality-detecting means 11a1 detects the abnormality, an abnormality information-producing means 11a3 for producing abnormality information which exhibits an abnormality cause specified by the abnormality cause-specifying means 11a2, and an information means 17 for informing the abnormality information produced by the abnormality information-producing means 11a3.
