PROBLEM TO BE SOLVED: To obtain a primer composition excellent in weather resistance, heat resistance and waterproof property, and capable of being widely applied to various materials to be applied having extremely different surface form such as various metal sashes, etc., mortar, etc. SOLUTION: This primer composition is characterized by containing (A) an organic polymer having a saturated hydrocarbon as its skeleton and at least one reactive functional group, (B) an organic solvent, (C) at least one kind selected from a group consisting of a polyisocyanate compound and a reaction material or a mixture of the polyisocyanate compound with a silane coupling agent and (D) an epoxy resin.
