PROBLEM TO BE SOLVED: To provide a electroluminescent panel having a structure which can distribute an electric power at a high speed. SOLUTION: The electroluminescent panel of the present invention a transparent electrode, electroluminescent laminate and a bias electrode which are stacked in a given order, wherein the bias electrode has a bias layer stacked on the electroluminescent laminate, an insulation layer overlapped partially on the bias layer in a prescribed pattern to form an opening layout distributed substantially on the bias layer and exposing partially the bias layer, and a distribution layer, and the distribution layer has a contact portion combined electrically or partially with the bias layer by the opening layout of the insulation layer and a transmitting portion combined electrically with the contact portion and which is larger on the insulation layer to receive an electric power and transmit it to the contact portion. By the structure, a uniformed brightness can be obtained in the panel.
