PROBLEM TO BE SOLVED: To eliminate the possibility of breakage of the fragile sections of each element in an output transmission system in a conventional starter. SOLUTION: This starter is provided with a ring 40A1 having a cylindrical section 40R as a fixed member to be fixed to a bracket. An engaging section 50A1 comprises the internal peripheral side of the cylindrical section in the ring and the external peripheral side of an internal gear 31A in a planetary gear transmission fitted to each other. The engaging section 50A1 is set so that the internal gear performs sliding rotation in relation to the ring when the rotation torque applied to a start output shaft exceeds specified torque by cutting the side of the end face 40s of the cylindrical section 40R in a provisional fitting section provisionally fitting the inner peripheral side of the cylindrical section in the ring and the external peripheral side of the internal gear.
