PROBLEM TO BE SOLVED: To provide a vegetation bed forming device in which base material contained inside is less easy to flow out, which has water retentivity, which is suitable even to poor soil, and which will not remain on a construction surface after vegetation to be favorable from the viewpoint of environmental protection. SOLUTION: This vegetation bed forming device is provided with a base material holding member comprising fibers of plant material entangled with each other to be collected roughly in a flat form, base material held in the base material holding member, and a decomposable sheet installed on at least either of an upper and a lower surfaces of the base material holding member for preventing removal of the base material.
