PURPOSE: An apparatus and a method of compensating video data are to process a video signal considering a property of a media when recording the video signal so as to maximally reproduce the video signal. CONSTITUTION: A recorded video signal processing portion compresses a recording video signal and then outputs the video signal in a video processing unit. An absolute position generating portion divides a scene in a predetermined horizontal and vertical direction using a signal output from the recorded video signal processing portion in the video processing unit, and outputs a position value with respect to a divided block so that a video frame is recorded together with a position value of the corresponding video frame. An absolute position detecting portion(22) distinguishes the position value for informing video data of an image and a certain block position of a video, from data reproduced from a recording medium. A reproducing video signal processing portion(20) detects an error while decoding the pure video data. And a memory(26) receives the position value output from the absolute position detecting portion and uses the value as an address producing reference for recording the reproducing video data output from the reproducing video signal processing portion.
