PROBLEM TO BE SOLVED: To provide a fixing device rotating a rotating member for heat ray fixing without eccentricity, and preventing the occurrence of fixing irregularity. SOLUTION: As to this fixing device; the roll-like rotating member for the heat ray fixing is formed by providing a cylindrical translucent base body having a heat ray irradiating means generating a heat ray inside and having translucency to the heat ray, a translucent elastic layer outside the translucent base body, and a heat ray absorbing layer absorbing the heat ray outside the translucent elastic layer, and also a bearing member having an inside diameter larger than the outside diameter of the translucent elastic layer is disposed outside the translucent elastic layer.
