PROBLEM TO BE SOLVED: To manages programs of broadcasting signals by several series. SOLUTION: A demultiplexer 41 separates a transmitted signal and outputs broadcasting data to a descrambler 42 and common information to a common and individual information analyzing device 51. The common and individual information analyzing device 51 controls the descrambler 42 when the contract type part of individual information in a contact information storage device 52 matches information of the service type of the individual information and makes a display requesting a user to do purchasing operation on a monitor 6 through a decoder 43. After the user does the program purchasing operation, the command and individual information analyzing device 51 reset the ciphering of a scramble key by using a work key when the series IDs of the common information and individual information of the program match each other, thereby outputting it to the descrambler 42. The descrambler 42 descrambles broadcasting data with the scramble key and outputs the data to the monitor 6 through the decoder 43 to display the program.
