PROBLEM TO BE SOLVED: To obtain deionized water of good quality under a low voltage condition. SOLUTION: In an electro-deionizing apparatus wherein a plurality of cation exchange membranes 16 and a plurality of anion exchange membranes 15 are alternately arranged between an anode chamber 11 having an anode 12 and a cathode chamber 13 having a cathode 14 and arranged in a water passing direction in parallel to the anode chamber and desalting chambers 18 for passing raw water and concentrating chambers 17 are alternately formed between the adjacent cation and anion exchange membranes and the desalting chambers 18 are packed with an ion exchanger, the ion exchanger in the desalting chambers 18 comprises an amphoteric ion exchanger into which anion and cation exchange groups are introduced.
