PROBLEM TO BE SOLVED: To provide a device and a method for generating a random binary waveform having a very narrow correlation function suitable to ranging and other applications. SOLUTION: A random binary signal is generated by using multiple noise sources PNS, events which are generated at random intervals are defined with generated binary signals respectively, and the outputs of sources are put together so that the events are scattered in signals obtained as results. Consequently, a composite signal including the events which are generated at random intervals can be generated.
