PURPOSE: An authorizing device and a method for a terminal monitoring device are provided to improve security by contacting entire terminal monitoring devices with a name and a password of a user while being conveniently used and being efficiently managed. CONSTITUTION: A database(420) of a remote monitoring center(500) stores information on a name, a password, and a using history for accessing of a user while containing information on a new user, a history of a work area change, and a retirement. The remote monitoring center manages the information of users while each terminal monitoring device(310) manages the information on a user name and a password by downloading the information from the remote monitoring center. As the user changes work areas, the database of the remote monitoring center changes the information on the user by using an information management program for a contacting user. Thus, the user name and the password are automatically stored in the terminal monitoring device of the changed area while deleting the user name and the password in the terminal monitoring device of the previous area. Therefore, the user name and the password are continuously used without changing.
