PROBLEM TO BE SOLVED: To provide a seed inner easily applicable to form a grown plant having beautiful appearance and producible at a low cost in contrast with conventional marketing style of plant seeds filled in a paper or plastic bag to cause random scattering of the seeds after opening the bag resulting in poor growing density of the flowers and grasses. SOLUTION: Plant seeds are mixed with fertilizer and soil at prescribed ratios and the mixture is sealed in a paper or a water-soluble sheet. The seeds can be scattered in uniformly balanced state by this process. The plant is firmly rooted because the dig-up of the root by animals, insects and natural environment is prevented.
