PROBLEM TO BE SOLVED: To provide a floating support member capable of improving a damping effect of axial directional vibration. SOLUTION: Floating rubber 30 has a cylinder part 30b and collar parts 30c, 30d. The cylinder part 30b has an inserting hole 30a for inserting a collar 22, and is fitted to and inserted into a through hole 7a formed in a wiper frame 7. The collar part 30c is extendedly formed toward the outside from the cylinder part 30b, and is sandwiched between an under surface 22a of a washer 22 and an upper surface 7b of the wiper frame 7 opposed to the under surface. The collar part 30d is extendedly formed toward the outside from the cylinder part 30b, and is sandwiched between an upper surface 19b of a car body 19 and an under surface 7c of the wiper frame 7 opposed to the upper surface. The collar parts 30c, 30d form an almost arch shaped cross-section.
