The spring (37) for stopper piston (32) is energized by the pressure applied by the oil pressure chamber (46) to abut a piston with the fitting hole and restrain the relative rotation of shoe housing with rotor. The piston resists the biasing force of the spring by the oil pressure for slow-turn or spark advance, from oil pressure chamber (42), for releasing the constraint condition of stopper. The vane rotor is relatively rotated with the shoe housing in a predetermined angle by the operating fluid pressure. The piston abuts with the fitting hole when the shoe housing is in the intermediate position and the rotor is in the directional ends of the predetermined angle range.
